This bill seeks to modernize current statutes by amending Title 4 of the Arizona Revised Statutes to include regulations for alternative nicotine products alongside alcoholic beverages. The title will change from "ALCOHOLIC BEVERAGES" to "ALCOHOLIC BEVERAGES AND ALTERNATIVE NICOTINE PRODUCTS," and new definitions will be introduced, such as "Alternative nicotine product," which encompasses noncombustible nicotine products intended for human consumption. A new chapter will be created specifically for alternative nicotine products, expanding the regulatory framework to include age restrictions that prohibit sales or possession by individuals under twenty-one years of age, along with educational programs on the risks of underage consumption.

Additionally, the bill will streamline existing language regarding vending machines for dispensing spirituous liquor and introduce penalties for violations related to the sale of alternative nicotine products. It will classify violations of age restrictions as a class 1 misdemeanor and outline specific marketing restrictions to prevent targeting minors, such as banning packaging that features cartoon characters or celebrities. Retailers will be required to verify the age of purchasers through valid identification, ensuring that enforcement mechanisms are updated to reflect the inclusion of alternative nicotine products in the regulatory landscape.
