The proposed bill, if enacted, would amend current statutes regarding the qualifications for professional registration with the Arizona Board of Technical Registration (BTR). It would clarify that an applicant seeking registration through reciprocity or endorsement must hold a valid license, registration, or certification specifically in the profession for which they are applying. Additionally, it would specify that this credential must be issued by a proper authority from another state, territory, district, or possession of the United States.

Furthermore, the bill would replace the existing requirement for a certification or model law designation with a requirement for a valid record from the applicable profession's national council, which certifies that the individual meets the council's standards for certification, model law designation, or mutual recognition agreement. Notably, it would also remove the stipulation that the four years of required experience must occur after the individual’s licensure, registration, or certification by another jurisdiction, thereby broadening the eligibility criteria for applicants.
