Additionally, the bill mandates that municipal providers must report excess groundwater and assign long-term storage credits to the Central Arizona Groundwater Replenishment District, with the obligation continuing as long as the land retains a replenishment obligation.

Furthermore, the bill introduces a requirement for ADWR to notify eligible applicants within ten days of the effective date of the act and allows applicants to request a review of pending or withdrawn applications. It also stipulates that certificates issued under this act will retroactively apply as if issued in 2023 for the purposes of groundwater supply calculations. The act is set to be repealed on December 31, 2028, and includes an emergency clause for immediate implementation.
