This bill proposes to update current statutes by appropriating $100,000 from the state General Fund for fiscal year 2027 to the Arizona Department of Water Resources (ADWR) for the purpose of creating an updated stormwater recharge mapping. The bill mandates that within 180 days of its effective date, ADWR must collaborate with an agricultural improvement district and the Natural Resource Conservation Board to produce a map of potential stormwater recharge sites that do not conflict with existing surface water rights.

Additionally, the bill specifies that the updated map must identify recharge sites based on certain criteria, including their location on any lands in the state, optimal soil conditions for infiltration and recharge, and exclusion of streams or natural channels subject to water rights adjudication. It also defines "stormwater" as rainwater runoff that does not enter a stream or natural channel and is otherwise lost to evaporation. The bill includes amendments that adjust the timeline for mapping and expands the list of agencies involved in the process, while also removing previous disqualifications for certain sites from being mapped.
