This bill proposes to update current statutes by appropriating $100,000 from the state general fund for the fiscal year 2026-2027 to the department of water resources specifically for the purpose of creating updated stormwater recharge mapping. The bill mandates that within 180 days of its effective date, the department must collaborate with an agricultural improvement district and the state natural resource conservation board to produce a new map identifying potential stormwater recharge sites that do not interfere with existing surface water rights.

The updated stormwater recharge map will highlight sites that meet specific criteria, including being located on any lands in the state, having optimal soil conditions for infiltration and groundwater recharge, and excluding streams or natural channels under water rights adjudication. Additionally, the bill defines "stormwater" as rainwater runoff that does not enter a stream or natural channel and is otherwise lost to evaporation.
