This bill proposes updates to the Arizona Revised Statutes regarding the qualification and registration of electors, specifically in section 16-112. The bill introduces automatic voter registration for individuals applying for or renewing a driver license or nonoperating identification license, as well as those making changes to their license information. It removes the requirement for individuals to actively register to vote at the same time and place as their license application, instead mandating that they be automatically registered upon completing their application, unless they decline within twenty-one days of notification.

Additionally, the bill expands the responsibilities of the Department of Transportation and the Secretary of State to include the implementation of a system for automatic voter registration and the notification process for individuals regarding their voter registration status. It also clarifies that individuals who unknowingly register to vote while not qualified will not face penalties for false registration. The act is set to take effect on December 31, 2026.
