If this bill were to become law, it would amend current statutes regarding the application process for obtaining a certificate of grandfathered water rights in the Willcox Active Management Area (AMA). Specifically, it would extend the application deadline from the current requirement of no later than 15 months after the designation of the AMA to a new deadline of 27 months. This change is aimed at providing additional time for individuals claiming groundwater rights to file their applications with the Arizona Department of Water Resources (ADWR).
Additionally, the bill would repeal the existing requirement that mandates applications for grandfathered rights be submitted by January 1, 2027. The new provisions would be retroactive to January 8, 2025, and would remain in effect until December 31, 2026, at which point the new section would be repealed. The bill is also classified as an emergency measure, allowing it to take effect immediately upon passage.
