This bill proposes updates to current statutes regarding air emissions modeling and fuel blend feasibility studies in Arizona. It mandates the Director of the Department of Environmental Quality (ADEQ) to evaluate various gasoline blends for compliance with federal and state regulations within 90 days of the bill's effective date. The evaluation will include federal phase II reformulated gasoline, California phase 3 reformulated gasoline, federal conventional gasoline, and conventional gasoline, among others. Following this evaluation, the Director must publish a report detailing the findings and identifying gasoline blends eligible for EPA approval for sale in regulated areas during specific seasonal periods. This section of the bill is set to be repealed after September 30, 2027.

Additionally, the bill requires the Associate Director of the Arizona Department of Agriculture (ADA) to conduct a feasibility study on the gasoline blends identified in the ADEQ report within 90 days of receipt. This study will assess the potential impact on the state's transportation fuel supply and the availability of the gasoline blends. The Associate Director must also prepare a report on the findings, which will be kept confidential regarding supplier identities unless consent is given. The bill appropriates $100,000 to both ADEQ and ADA for these studies in the fiscal year 2026-2027.
