If this bill were to become law, it would amend current statutes regarding the eligibility and requirements for obtaining instruction permits for class D, G, and M licenses in Arizona. Specifically, it would lower the age for applying for an instruction permit from 15 years and 6 months to 15 years old. Additionally, it would increase the duration that a permittee must hold their instruction permit from six months to nine months before applying for a class G or M license. The number of required supervised driving practice hours would also increase from 30 to 50 hours, with night driving practice hours increasing from 10 to 20 hours.

Furthermore, the bill would extend the validity of instruction permits for class D and G licenses from 12 months to 18 months, and for class M licenses from 7 months to 12 months. It would also include a provision exempting individuals who are at least 15 years and 6 months old and hold a valid instruction permit on November 30, 2026, from the nine-month holding requirement. The legislation would be known as the "Juveniles Unlocking Driver Education (JUDE) Act" and would take effect on December 1, 2026.
