The proposed bill aims to update current statutes related to developmental disabilities and Medicaid funding in Arizona by introducing new appropriations and regulatory requirements. Specifically, it would
appropriate $109,200,300 from various sources and $403,000,000 in Medicaid expenditure authority for FY 2025 to the Arizona Department of Economic Security (DES). Additionally, it would
require capitation rate adjustments to be specified in the General Appropriations Act and
prohibit the Arizona Health Care Cost Containment System (AHCCCS) from submitting new waiver requests without legislative approval. The bill also establishes a weekly cap of 40 hours of care services per child under the Parents as Paid Caregivers (PPCG) Program, with a future request to lower this cap to 20 hours.
Moreover, the bill
eliminates certain reporting requirements for the Director of the Governor's Office of Strategic Planning and Budgeting (OSPB) while
introducing new reporting requirements for state agencies receiving federal funds, including annual reports on federal fund usage and impacts of funding reductions. The bill also
defines relevant terms and makes technical changes. Overall, these updates are designed to enhance oversight and management of developmental disability services and Medicaid funding, while ensuring that existing provisions remain unchanged.
