If enacted, this bill would update current statutes by appropriating $122,300,300 from the Prescription Drug Rebate Fund and $403,000,000 in Medicaid Expenditure Authority for the Department of Economic Security (DES) to support the developmental disabilities Medicaid program in FY 2025. It would introduce new requirements for the Arizona Health Care Cost Containment System (AHCCCS), including the implementation of an electronic visit verification system and unique billing modifiers to differentiate services provided by parents versus nonparents. The bill would also impose restrictions on billing for attendant care services, specifically prohibiting charges when the child is not present or for tasks typically performed by a parent of a child without disabilities.

Additionally, the bill mandates quarterly reporting to the Joint Legislative Budget Committee (JLBC) on the use of attendant care and habilitation services under the Parents as Paid Caregivers Program (PPCG), including metrics such as enrollment growth and emergency department visits. It requires the adoption of a standardized assessment tool for determining the need for extraordinary care for minor children and stipulates that parents may only provide services during specified hours and through a single agency. The bill also restricts AHCCCS's ability to submit waiver proposals that expand eligibility or services without legislative approval and includes provisions for monitoring utilization changes, requiring notification to legislative leaders if increased utilization exceeds 10%.
