This bill proposes to amend Title 13, Chapter 30 of the Arizona Revised Statutes by adding Section 13-3007, which introduces new regulations regarding the provision of call location information by wireless telecommunications service providers to law enforcement. Under the new law, providers must supply this information in emergency situations where there is a risk of death or serious injury. Additionally, they are required to register their contact information with the Department of Public Safety, which will distribute this information to law enforcement agencies quarterly. The bill also establishes that providers are not liable for disclosing this information in good faith and allows them to create protocols for voluntary disclosures.

Furthermore, the bill mandates that the intended target of the emergency request be notified that their location information has been requested, with a written statement explaining the emergency provided 48 hours prior to the release of their location. It also prohibits the release of call location information to individuals with a history of domestic violence or stalking, or those under court orders restricting contact with the user. Lastly, it requires law enforcement to seek a court order within 48 hours of making a request for call location information to confirm probable cause, and establishes penalties for individuals who knowingly report false emergencies.
