The bill stipulates that a vacancy is considered filled upon submission of this list, and the recorder must approve or reject the appointment within fourteen days. It also updates the language regarding the eligibility of committeemen to vote at organizing meetings, changing "permitted" to "allowed" and clarifying the timeline for when a committeeman must be elected to participate in such meetings.
