The bill mandates that the Arizona Department of Transportation (ADOT) must simultaneously transmit voter registration information to both the Secretary of State (SOS) and the appropriate county recorder upon receiving such information from a registrant. This transmission must occur directly, without going through the SOS, ensuring that all voter registration data collected at driver license offices—including names, addresses, dates of birth, and digitized signatures—are sent to the county recorder within five business days of receipt of a completed application or request for renewal.

Additionally, the bill clarifies that while ADOT is required to send voter registration information to the county recorder, it is not prohibited from providing this information to the SOS for other purposes. Importantly, the bill does not alter the existing duties of the SOS regarding voter registration and election administration. The new provisions would take effect on January 1, 2026, and include a severability clause to ensure that if any part of the act is found invalid, the remaining provisions would still be enforceable.
