This bill proposes amendments to sections 28-6501 and 42-5029 of the Arizona Revised Statutes, as well as the addition of section 42-5030.02. It updates the definition of "highway user revenues" to include new sources of revenue, specifically adding a provision for "monies transferred pursuant to section 42-5030.02." The bill also removes several existing exclusions from the definition, such as special plate administration fees and donations, thereby broadening the scope of what constitutes highway user revenues.

Additionally, the bill mandates that each month, the state treasurer will transfer to the Arizona highway user revenue fund an amount equal to five percent of the state general fund revenues collected under the transaction privilege and severance tax. This transfer is intended for distribution pursuant to title 28, chapter 18. The act will take effect for taxable periods beginning on or after the first day of the month following its general effective date.
