The proposed bill, if enacted, would establish the Study Committee on Coal Impacted Communities, which would consist of various members appointed by the President of the Senate and the Speaker of the House of Representatives. This committee would include two members from each legislative chamber, both from different political parties and representing rural or tribal communities, as well as representatives from nonprofit organizations and the Navajo Nation. The committee's responsibilities would include investigating the social and economic effects of the transition away from coal power, meeting as necessary, and submitting a report of findings and recommendations by December 31, 2025. The committee would be repealed after September 30, 2026.

Additionally, the bill would appropriate $600,000 from the state General Fund for fiscal year 2025-2026 to the Office of Economic Opportunity to conduct a workforce development study focused on communities in Coconino County affected by the closure of the Navajo Generating Station. This appropriation would be exempt from lapsing provisions, ensuring the funds remain available for the intended purpose.
