The proposed bill, if enacted, would establish the Study Committee on Coal Impacted Communities, which would consist of various members appointed by the President of the Senate and the Speaker of the House of Representatives. This committee would include two members from each legislative chamber, both from different political parties and representing rural or tribal communities, as well as representatives from nonprofit organizations and the Navajo Nation. The committee's responsibilities would include investigating the social and economic effects of the transition away from coal power, particularly in communities affected by the closure of the Navajo Generating Station, and developing strategies for economic diversification.
Additionally, the bill appropriates $600,000 from the state General Fund for fiscal year 2025-2026 to the Office of Economic Opportunity to conduct a workforce development study on the impacted communities. The appropriation is exempt from lapsing provisions, ensuring the funds remain available for the intended purpose. The committee is required to submit a report of its findings and recommendations by December 31, 2025, and it will be repealed after September 30, 2026.
