This bill proposes several updates to the current statutes regarding government liquor licenses for the sale and consumption of spirituous liquor on boats and docks. Notably, it removes the requirement that liquor can only be sold for consumption in conjunction with food. Additionally, it allows for the serving, consumption, or possession of liquor on boats between the hours of 9:00 a.m. and 11:00 p.m., replacing the previous restriction that prohibited such activities between 11:00 p.m. and 5:00 p.m.
Furthermore, the definition of "boat" is expanded to include any watercraft that meets specific criteria, such as being propelled by machinery, capable of carrying between 15 and 100 passengers, having a displacement of no more than 50 tons, and possessing either a current coast guard certificate or meeting local governing body requirements for operation on nonnavigable waterways. These changes aim to modernize the regulations surrounding liquor licenses for watercraft and enhance the operational flexibility for licensees.
