The proposed bill would amend current statutes regarding the sale and consumption of liquor on boats and docks under a government series liquor license. Specifically, it would remove the requirement that liquor be sold only in conjunction with food consumption on the premises. Additionally, it would allow for the serving, consumption, or possession of spirituous liquor on permitted boats between the hours of 9:00 a.m. and 11:00 p.m., replacing the previous restriction that prohibited such activities between 11:00 p.m. and 5:00 p.m.
Furthermore, the bill redefines the term "boat" to encompass a broader range of watercraft, increasing the capacity from 15-45 passengers to 15-100 passengers and raising the maximum displacement from 10 tons to 50 tons. It also stipulates that the watercraft must possess either a current coast guard certificate or meet local governing body requirements for operation on nonnavigable waterways. These changes aim to modernize the regulations governing liquor licenses for watercraft and enhance the operational flexibility for licensees.
