This bill proposes to update current statutes by repealing the existing Arizona Criminal Justice Commission (ACJC) and establishing the Sheriff's Criminal Justice Commission (SCJC). The SCJC will consist of appointed members, including county sheriffs and municipal law enforcement chiefs, and will take over the responsibilities of the ACJC. Key changes include
the repeal of the ACJC and
the establishment of the SCJC, which will take effect retroactively on July 1, 2025. The bill also
clarifies that all existing obligations and actions of the ACJC will remain unchanged and
that administrative rules adopted by the ACJC will continue until replaced by the SCJC.
Additionally, the bill introduces a new section 41-2404 that outlines the SCJC's membership and operational requirements, including quarterly meetings and reimbursement for members' expenses. It
repeals section 41-2404 and section 41-3025.01 while ensuring the SCJC succeeds the ACJC's authority and responsibilities. The commission is required to report on its duties and make recommendations for potential changes by March 1, 2026, and provisions for the transfer of assets, personnel, and responsibilities from the ACJC to the SCJC are included, reinforcing continuity in the oversight of criminal justice in Arizona.
