If enacted, this bill would amend current statutes regarding vehicle titles in Arizona, specifically sections 28-2053 and 28-2056 of the Arizona Revised Statutes. The bill would allow the Arizona Department of Transportation (ADOT) to issue a vehicle certificate of title pending registration for vehicles purchased from out-of-state dealers under certain conditions. Specifically, it would permit issuance if the vehicle was sold to a state resident by an out-of-state dealer, or if a lien or encumbrance is filed on the vehicle by an out-of-state dealer or finance company. Additionally, it would require state residents to complete the registration of such vehicles.

The bill also modifies the process for collecting vehicle use taxes. It allows registering officers to process applications for title or registration without collecting the use tax at that time, provided the taxes are collected when the vehicle is registered. Furthermore, it mandates that the Arizona Department of Revenue provide ADOT with the necessary means to calculate these taxes. The bill makes conforming changes to existing statutes and becomes effective on the general effective date.
