Under the new law, organizations or individuals advocating for legislative proposals that either mandate health coverage or restrict cost-sharing for health plan benefits must submit a report to the Joint Legislative Audit Committee (JLAC) by September 1 before the legislative session. This report will now specifically address the social and financial impacts of the proposed cost-sharing restrictions, in addition to the existing requirements for coverage mandates. The financial analysis will include the impact on policyholders who do not utilize the mandated treatment and whether the state may need to cover additional costs related to federal marketplace subsidies.

Additionally, the bill introduces new requirements for the Joint Legislative Budget Committee (JLBC) to analyze the financial impact of proposals that do not have a completed report. If the report is not submitted, the JLBC will assess how the proposal affects state employee health coverage and must make this analysis publicly available. Furthermore, the legislative proposal cannot proceed to a rules hearing if the JLBC's analysis is incomplete. The bill also makes technical changes to ensure compliance with these new reporting and analysis requirements.
