This bill proposes updates to current statutes regarding health care coverage mandates and cost-sharing restrictions. Under the new provisions, an organization or individual advocating for a legislative proposal that would either mandate health coverage or restrict cost-sharing for health plan benefits must submit a report to the Joint Legislative Audit Committee (JLAC) by September 1 before the legislative session. The report will now specifically assess the social and financial impacts of the proposed cost-sharing restrictions, in addition to the existing requirements for coverage mandates.

Furthermore, the bill introduces new factors to be included in the financial analysis of the report, such as the impact of the coverage or cost-sharing restriction on policyholders who do not utilize the specific treatment or service, and whether the state may need to cover additional costs related to federal marketplace subsidies. The language of the proposed cost-sharing restriction must also be addressed in the report. The bill removes certain outdated requirements, such as the necessity for the Joint Legislative Budget Committee to conduct a financial analysis if the report is not submitted, thereby streamlining the process.
