If enacted, this bill would amend current statutes regarding the certification of voting equipment by the Secretary of State (SOS). Specifically, it would introduce a new requirement that, starting January 1, 2029, the SOS cannot certify any vote recording and vote tabulating machines unless 100% of their parts and components are sourced from and manufactured in the United States. Additionally, the bill would stipulate that all manufacturing and assembly of these machines must also occur in the United States. Machines acquired before January 1, 2028, would be exempt from this requirement.
The bill also modifies the composition of the committee that advises the SOS on voting equipment. It specifies that the committee must include at least one member with significant experience in electronic voting systems, while ensuring that no more than two members belong to the same political party. Furthermore, the bill replaces the term "permits" with "allows" in the context of using unapproved voting systems and clarifies the process for emergency certification of voting systems, limiting such certifications to six months.
