If this bill were to become law, it would amend current statutes regarding the application process for individuals claiming grandfathered rights to withdraw or use groundwater in the Willcox Active Management Area (AMA). Specifically, it would extend the application deadline from no later than 15 months to no later than 21 months after the designation of the Willcox AMA, as stated in Notwithstanding section 45-476, subsection A, Arizona Revised Statutes, a person claiming the right to withdraw or receive and use groundwater in the Willcox active management area pursuant to a grandfathered right shall file an application for a certificate of grandfathered right with the department of water resources not later than twenty-one months after the date of the designation of the active management area on a form provided by the department.. Additionally, the bill would repeal the existing requirement for individuals to apply for a certificate of grandfathered right by January 1, 2027, as indicated in B. This section is repealed from and after December 31, 2026..
