This bill proposes several updates to current statutes regarding the sale and use of neonicotinoid pesticides in Arizona. Under the new provisions, individuals must be licensed to sell neonicotinoid pesticides and can only use them if they are certified applicators, veterinarians, or pressure-treated wood preservers. Violations of these regulations would be classified as a class 3 misdemeanor. The bill also specifies exemptions for certain products, such as pet care and personal care items, as well as indoor pest control products and wood preservatives that contain neonicotinoids.

Additionally, the bill mandates the Arizona Department of Agriculture to review state pesticide laws to ensure they protect pollinators and to address recommendations from the U.S. Environmental Protection Agency regarding specific neonicotinoid pesticides. A report detailing the department's findings and recommendations must be submitted by July 1, 2026, and the section of the bill will be repealed after September 30, 2027. The act is set to take effect on December 31, 2025.
