The proposed bill would update current statutes by requiring the Department of Health Services (DHS) to compile and disseminate educational materials on maternal mental health conditions, particularly postpartum depression. This includes
identifying and compiling relevant educational materials developed by organizations with expertise in maternal mental health, ensuring these materials cover symptoms, coping methods, treatment options, and resources. If existing materials are insufficient, DHS is tasked with developing new educational content based on clinical guidelines and expert recommendations. Additionally,
the bill mandates that health care institutions provide these materials to new parents upon discharge and to any woman who is pregnant or shows signs of a maternal mental health disorder during the perinatal period.
The bill also establishes an
Advisory Committee on Obstetrics, Gynecology, and Maternal Mental Health in Rural Communities to develop recommendations for improving access to maternal health services in rural areas, consisting of various stakeholders including health care professionals. This committee is required to submit a report of its findings by December 31, 2026, and
repeals the previous Advisory Committee on July 1, 2027. Furthermore, the bill
defines key terms related to health care institutions and practitioners. Overall, these updates aim to enhance support and resources for maternal mental health, especially in underserved rural communities.
