The proposed bill would update current statutes by mandating the Department of Health Services (DHS) to compile and disseminate educational materials on maternal mental health conditions, particularly postpartum depression. This includes
identifying and compiling relevant educational materials developed by organizations with expertise in maternal mental health, ensuring these materials cover symptoms, coping methods, treatment options, and resources. If existing materials are insufficient, DHS is tasked with developing new educational content based on clinical guidelines and expert recommendations. Additionally, healthcare institutions would be required to provide these materials to new parents upon discharge and to any woman who is pregnant or shows signs of a maternal mental health disorder during the perinatal period.
The bill also establishes an
Advisory Committee on Obstetrics, Gynecology, and Maternal Mental Health in Rural Communities to develop recommendations for improving access to maternal health services in rural areas. This committee will consist of various health professionals and stakeholders, and it is required to submit a report of its findings by December 31, 2026. The bill outlines provisions for the committee's operations, including holding hearings and taking testimony, and specifies that it will be repealed on July 1, 2027. Overall, the bill aims to enhance maternal mental health support and resources while addressing the unique challenges faced in rural communities.
