removes the previous petition process for registered suppliers to request waivers based on supply shortages and updates the definition of "governmental entity" to include "members" and "their agents." It specifies that the effectiveness of the new gasoline formulation requirements is contingent upon EPA approval by July 1, 2028, and requires the director of the Department of Environmental Quality to inform the Arizona Legislative Council by October 1, 2028, regarding the approval status.
