If enacted, this bill would amend current statutes by adding a new section, 45-581, to title 45, chapter 2, article 9 of the Arizona Revised Statutes. The new provisions would require the Director of the Arizona Department of Water Resources (ADWR) to notify applicants in writing within five days of receiving an alternative groundwater model. Additionally, the Director would be mandated to provide a detailed written response within sixty days, addressing whether the overall findings of the model are accepted, the acceptance or denial of specific findings, and the rationale for any rejections.

The bill also includes an emergency clause, indicating that it is necessary to preserve public peace, health, or safety, and would become effective immediately upon passage. The current law remains unchanged, but the new requirements aim to streamline the process for applicants submitting alternative groundwater models, ensuring timely communication and transparency from the ADWR.
