The proposed bill would update current election statutes by implementing new regulations regarding voter status and ballot distribution. Specifically, it would prohibit voters who are moved to inactive status from receiving early ballots unless they update their registration information and exclude inactive voters from receiving ballots for special district mail ballot elections. Additionally, it would specify that the county recorder is not required to mail election notices to those listed as inactive on the Active Early Voting List (AEVL) and require that replacement ballot centers allow inactive voters to confirm or revise their registration information before receiving a ballot. Moreover, the bill would remove the requirement for county recorders and city clerks to remain open during the weekends before and after elections if there are no ballots needing signature cures and require candidates wishing to withdraw from candidacy to submit a signed and notarized statement. It would also allow for the selection of uncontested races for hand count audits and permit party chairs to select individuals from any political party to assist in hand count audits if necessary, while making various technical and conforming changes throughout the statutes.
