This bill proposes to amend current statutes regarding voter registration by prohibiting county recorders from issuing initial or updated voter registration cards to individuals whose mailing addresses are outside of Arizona. The current law, as outlined in section 16-166, allows for the issuance of voter registration cards without such restrictions. The new provisions, marked as K. The county recorder shall not provide an initial or updated voter registration card to a person whose mailing address is outside this state except for:, introduce specific exceptions for certain voters. The exceptions include 1. Persons who are absent uniformed services voters or overseas voters as defined in the uniformed and overseas citizens absentee voting act (P.L. 99-410; 100 Stat. 924; 52 United States code section 20310). and 2. Persons who are residents of this state and who are not served by a United States post office in this state.. These changes aim to clarify the eligibility criteria for receiving voter registration cards while maintaining compliance with federal regulations for certain voters.
