SCR1047 is a resolution that authorizes Arizona school districts to spend local revenues in excess of the aggregate expenditure limitation (AEL) for the fiscal year 2025. The AEL, established by the Arizona Constitution, limits school district spending of local revenues to the fiscal year 1980 level, adjusted for cost of living and enrollment changes, plus an additional 10 percent. The Economic Estimates Commission is required to publish the AEL annually before May 1 for the following fiscal year, and for FY 2025, the AEL is set at $6,959,222,573. The resolution will have no anticipated fiscal impact on the state General Fund.
