House Bill 2876 proposes significant changes to the election process in Arizona. The bill prohibits the use of voting centers, early voting locations, or similar methods of voting, mandating that all voting occur in individual precincts with preprinted ballots. It restricts early voting to specific categories of voters, such as students temporarily out of state, those required to reside or travel outside the state on election day, elderly or disabled persons, and eligible voters under the Uniformed and Overseas Citizens Absentee Voting Act.
The bill also extends the early ballot distribution period from 27 to 34 days before the election and reduces the signature curing period from five business days after a federal election (or three after any other election) to the second business day following any election. Additionally, it revises the period for canvassing elections from 6-20 days to 6-12 days after an election and instructs the Secretary of State to canvass all state offices 14 calendar days following a general election. The bill is titled the "Free, Fair and Transparent Elections Act."
