The proposed bill amends Arizona's justification laws by adding a new section to title 13, chapter 4 of the Arizona Revised Statutes. The bill specifies that a person is not justified in threatening or using physical force or deadly physical force against another based on the discovery of, knowledge about, or potential disclosure of the actual or perceived sexual orientation, gender identity, or gender expression of the other person. This includes situations where the other person made an unwanted, nonforcible romantic or sexual advance, or if there was a past romantic or sexual relationship between the individuals.

Additionally, the bill clarifies the definition of "adequate provocation" by stating that it does not include the discovery of, knowledge about, or potential disclosure of the actual or perceived sexual orientation, gender identity, or gender expression of the victim. It also introduces definitions for "gender identity" as the gender-related identity, appearance, mannerisms, or characteristics of a person, regardless of the person's designated sex at birth, and "sexual orientation" as homosexuality, heterosexuality, or bisexuality. The bill renumbers existing definitions accordingly.
