The bill SB1511 introduces new provisions related to health insurance coverage for gender detransition procedures. It mandates that, starting January 1, 2025, health insurance contracts that cover gender transition procedures cannot deny coverage for gender detransition procedures. Health care providers who perform gender transition services must also agree to provide or pay for gender detransition services. Additionally, health insurers are required to submit detailed reports to the Department of Insurance and Financial Institutions (DIFI) regarding claims for detransition procedures, without including any identifying information of the individuals. The DIFI is tasked with compiling an annual statistical report based on this data and submitting it to various state officials.
The bill also addresses official documents issued by state agencies that require a name, sex, or gender designation. It requires these agencies to establish an expedited process for individuals undergoing gender detransition to update their documents accordingly. Agencies must report their current processes for updating these designations by December 31, 2025, and identify an expedited process for detransitioning individuals by June 30, 2026. The provisions concerning state agencies' processes for updating official documents will be repealed after December 31, 2026.
