The bill proposes the establishment of the Graduation Support and College and Career Guidance Program Fund, which will be administered by the state treasurer and consist of legislative appropriations. The fund will be continuously appropriated and exempt from lapsing provisions. It will cover the costs of administering the fund, implementing the program by the Department of Education, and any other mandatory expenditures required by the article. Excess monies will be transferred according to Section 15-799.01, and the state treasurer may create necessary forms for these transfers.
Additionally, the Department of Education will establish and administer the program, providing grants to school districts and charter schools. Rules for applying, receiving, and renewing grants will be adopted within three months of the bill's effective date. These rules will include procedures for providing real-time student data to teachers, meeting to develop intervention strategies, spending on counseling services, ensuring effective guidance, and expanding programs. The department will also define approved uses for grant monies, such as developing career and technical education programs, academic acceleration programs, expanding college-level opportunities, and assisting students to stay on track for graduation. The department will begin accepting grant applications within four months of the effective date, and grants are exempt from certain statutory requirements. The bill appropriates $1,000,000 from the state general fund for fiscal year 2024-2025 to the program fund, also exempt from lapsing provisions.
