The proposed bill, referred to as the "Safe Mobility Act," amends sections of the Arizona Revised Statutes concerning driver and nonoperating identification licenses. The bill introduces the definition of a "Consular identification card" and makes several renumbering adjustments to existing definitions to accommodate this addition. It also expands the definition of "Highly restricted personal information" to include individual taxpayer identification numbers and consular identification card numbers.

Significant changes include the removal of the requirement for applicants to prove their presence in the United States is authorized under federal law when applying for a driver's license or nonoperating identification license. Instead, applicants must provide their social security number, individual taxpayer identification number, or consular identification card number. The bill also stipulates that if an applicant does not provide a social security number, the department shall issue a driver license with the words "for driving privileges only. Not valid for identification." Additionally, the bill extends the validity of a driver license to eight years for applicants who do not provide their social security number on the application. Procedures related to denying or reinstating licenses for individuals who have been deported are removed from the statutes.
