SB1242 amends Arizona Revised Statutes sections 45-554 and 49-1333, concerning water management and conservation. The bill expands the entities eligible to withdraw and transport groundwater from the Harquahala Irrigation Non-Expansion Area (INA) beyond the state or political subdivisions to include public service corporations, provided they meet certain criteria such as demonstrating compliance with prescribed criteria through a hydrological study, installing water measuring devices, and submitting monthly reports to the Arizona Department of Water Resources (ADWR). The bill also specifies the locations and purposes eligible to receive the transported groundwater, including initial active management areas and La Paz County, with certain volume restrictions.
Additionally, the bill allows eligible entities to apply for and accept grants from the Water Conservation Grant Fund to distribute rebates for the installation of gray water systems. The ADWR is required to adopt rules for the reporting of transported groundwater and to submit annual reports detailing the withdrawals and transportation of groundwater by eligible entities. The bill includes technical and conforming changes and becomes effective on the general effective date.
