SB1217 proposes changes to the process of filling vacancies for precinct committeemen (PCs) and the composition of county committees in legislative districts that span multiple counties following redistricting. The bill specifies that when a legislative district includes more than one county, the PCs from the county with the highest number of registered voters of that political party will act as the county committee for that legislative district.

Additionally, the bill shifts the responsibility of filling PC vacancies from the county board of supervisors (BOS) to the county recorder or officer in charge of elections. The county chairman of the relevant political party will submit a list of names to fill vacancies, and the county recorder or election officer must approve or reject the PC appointment within 14 days of receiving the name. A PC vacancy is considered filled once the county chairman submits the list of names. The bill also includes technical and conforming changes and will take effect on the general effective date.
