SB1190 is a bill that amends the requirements for community college districts (CCDs) in Arizona to establish a collegiate special plate fund and to qualify for the issuance of collegiate special plates by the Arizona Department of Transportation (ADOT). The bill reduces the minimum full-time equivalent (FTE) student enrollment threshold for a CCD from more than 50,000 students to more than 500 students. This change allows smaller CCDs to establish a special plate fund and offer collegiate plates.

Additionally, the bill stipulates that ADOT may issue collegiate special plates for a CCD only if a person pays a $32,000 implementation fee to ADOT. The person who pays this fee is also responsible for designing the collegiate special plate for the CCD, subject to ADOT's approval. The bill makes technical and conforming changes to the law and becomes effective on the general effective date.
