SB1113 proposes amendments to the Arizona Revised Statutes concerning Continuing High School and Workforce Training Program (Program) schools. The bill exempts Program schools from certain public school legal requirements if the State Board of Education (SBE) determines those requirements are not feasible or applicable to adult learners. It also specifies that Program schools do not need to comply with English language proficiency assessment requirements, residency records, school records, annual achievement profile letter grade assignments, and withdrawal form requirements for adult learners not attending another Arizona school in the preceding two years.

Additionally, the bill requires Program schools to make efforts to confirm adult learners' withdrawal from other schools, require documentation of Arizona residency and proof of age for adult learners, and administer an English language proficiency assessment accepted by Arizona universities or community colleges. The bill also prohibits the Arizona Department of Education from assigning annual achievement profile letter grades to Program schools and makes conforming changes to the statutes. The bill is set to become effective on the general effective date.
