The proposed bill, HB2414, introduces several changes to the current law regarding commercial vehicles and their registration. It establishes a commercial vehicle fleet license plate and the Commercial Truck Safety, Education and Workforce Fund (Fund), along with related fees. The bill allows for the creation of special fleet license plates for fleets with more than 100 or 25 commercial vehicles, with the option to include the fleet's approved logo or name on the plates. The Arizona Department of Transportation (ADOT) may charge a fee for the initial design and administration of these plates in addition to the standard registration fee.
The bill also outlines the management of the newly established Fund, which will be administered by the Director of the Governor's Office of Highway Safety (GOHS). The Fund will consist of fees from certain commercial vehicles, as well as gifts, grants, and other donations. The Director of GOHS is authorized to use the Fund for improving trucking education and public safety, including workforce development for the trucking industry. The bill allows the Director of GOHS to enter into agreements with qualified entities to assist in these efforts. Additionally, the bill sets a cap of 10 percent on the amount of Fund monies that can be used for administrative costs and exempts the Fund from lapsing. The bill also establishes new fees for commercial vehicles with a gross vehicle weight rating of 10,000 pounds or more and makes technical and conforming changes to the current law.
