HCR2018 is a resolution proposing an amendment to the Arizona Constitution that would prohibit the state and any of its political subdivisions from imposing taxes or fees based on the number of miles traveled by a person in a motor vehicle. It also prohibits the enactment of any rules or laws to monitor or limit the vehicle miles traveled unless the person consents voluntarily to such monitoring or limitation. This prohibition would not apply to interstate agreements for the administration of fuel taxes or registration fees for commercial vehicles operating in more than one state.

The resolution requires the Secretary of State to submit this measure to the voters as a proposition at the next general election. If approved by the voters and proclaimed by the Governor, the amendment would be added to Article IX of the Arizona Constitution as Section 26. The resolution is sponsored by Representative Grantham from Legislative District 14 and has been engrossed by the House.
