The bill directs the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) to conduct a comprehensive study on the potential conversion of the Marana Prison site into a transitional facility for inmates scheduled for release within 60 days. The study will evaluate the feasibility of establishing a program that provides transitional skills and connects inmates to other services, as well as analyze current resources and identify any additional resources needed for the facility and program.

Additionally, the bill requires ADCRR to submit a report with the study's findings and recommendations to the Governor, the President of the Senate, and the Speaker of the House by June 1, 2025. The section mandating this study will be repealed after June 30, 2025. This new language replaces previous provisions related to a luxury tax exemption and makes no anticipated fiscal impact on the state General Fund.
