The institution must have campuses in Provo, Utah; Laie, Hawaii; and Rexburg, Idaho. The bill also allows for up to 10 percent of the fund's monies to be used for administration costs and requires the State Treasurer to invest fund monies, with earnings credited back to the fund. The bill includes technical and conforming changes and was vetoed by the Governor, who cited the use of public resources for an out-of-state private educational institution as not the best use of Arizona taxpayers' money.
