House Bill 2142 establishes the Move Over Law Study Committee, which is tasked with evaluating the effectiveness of Arizona's existing laws that require vehicles to yield to authorized emergency vehicles. The committee will consist of members from the Senate, House of Representatives, the Director of the Arizona Department of Transportation (ADOT) or their designee, two members appointed by the Director of the Department of Public Safety, and a designated towing representative appointed by the Governor.
The committee is responsible for conducting a comprehensive study on the efficacy of the current law, identifying additional resources or policy initiatives to enhance public safety, proposing legislation, making policy recommendations, and submitting a report by December 1, 2024. Members of the committee will not receive compensation, except for the member appointed by the Governor who is eligible for reimbursement of expenses. The committee will be repealed on September 30, 2025.
