The bill amends and repeals various sections of the Arizona Revised Statutes relating to the Arizona Board of Technical Registration (AZBTR) and the Arizona Registrar of Contractors (ROC). It extends the termination dates of both the AZBTR and ROC, with the AZBTR now set to terminate on July 1, 2030, and the ROC on July 1, 2032. The bill also modifies the powers and duties of the AZBTR, specifically limiting its ability to hear and act on complaints to those specified by the complainant and restricting its investigative and disciplinary actions to cases where the complainant has a current or past contractual relationship with the subject of the complaint or has firsthand knowledge of the alleged misconduct.

Additionally, the bill repeals the Home Inspectors Rules and Standards Committee and requires the ROC to study and report on the potential removal of its oversight of commercial contractors. It also includes purpose statements for the continuation of both agencies and applies some sections retroactively to July 1, 2024. The bill makes technical and conforming changes and becomes effective on the general effective date, with some retroactive provisions.
