SB1011 is a bill that amends the requirements for municipal general plans in Arizona. The bill prohibits general plans from including transportation or land-use policies or projects that would reduce the overall system capacity for motor vehicle traffic. It also requires municipalities to conduct an independent study on the impact on emergency vehicle response times if the general plan includes a reduction in the level of service of any arterial street, such as reducing the speed or capacity of the street.

Additionally, the bill removes the requirement for a bicycle element, which consists of proposed bicycle routes, bicycle parking areas, and designated bicycle street crossing areas, from the general plan for cities with a population of more than 50,000 persons and from the allowed components for cities with a population of fewer than 50,000 persons. It also removes the identification of areas suitable for planned multimodal transportation from the growth area element of a general plan. The bill makes technical and conforming changes and is set to become effective on the general effective date.
