The bill SB1010 aims to establish prohibitions on the recording of a person's vehicle miles traveled, the imposition of fees, charges, or taxes based on vehicle miles traveled, and the consideration or establishment of vehicle miles of travel reduction goals or targets. The bill specifically prohibits the state or any city, town, county, or political subdivision from considering or establishing any vehicle miles of travel reduction goals or targets in their transportation or land-use planning or project selection.
Additionally, the bill prohibits the tracking or maintaining of records of a person's vehicle miles of travel through methods such as recording odometer readings via traffic cameras, capturing license plates, using third-party data, or any other means that would allow the state or its subdivisions to know the distance a person has traveled. It also bans the imposition or collection of any mileage fees, taxes, per-mile charges, or any taxes or fees based on the vehicle miles traveled by an individual in a motor vehicle.
