It also permits the board of directors of an improvement district to order the construction, maintenance, or repair of waterworks, including wells, standpipes, and drinking water facilities, for domestic water delivery, including by water hauling. The bill becomes effective immediately upon the Governor's signature if the emergency clause is enacted.
