HB2008 amends Arizona Revised Statutes by adding section 45-571.03, which pertains to groundwater conservation requirements. The bill mandates that the Director of the Arizona Department of Water Resources (ADWR) modify the fourth and fifth management plans for each active management area (AMA) by January 1, 2025, to include conservation requirements for industrial uses. These requirements apply to industrial users that are within or outside the service area of a designated service provider, are located outside the service area of a municipal provider, are not currently subject to any conservation requirements pursuant to an AMA management plan, and use more than 250 acre-feet of water per year. The conservation requirements must include on-site water reuse, recycling, and efficiency requirements.

The bill also specifies that the fourth and fifth management plans, ADWR, or any other political subdivision of the state may not require an industrial water user to obtain a certificate of assured water supply, enroll as member land in a multi-county water conservation district, or otherwise meet a replenishment obligation. This provision removes certain obligations that were previously applicable to industrial water users under the management plans.
