The proposed bill amends title 41, chapter 4, article 7 of the Arizona Revised Statutes by adding a new section that focuses on electric vehicles. It mandates that state agencies prioritize the purchase and leasing of zero-emission vehicles (ZEVs) for new vehicles and use them for agency business travel when feasible. If ZEV use is not feasible, agencies should opt for cost-effective, low-emission alternatives.
To support this transition, the Department of Transportation is tasked with developing a state zero-emission motor vehicle fleet plan. This plan should identify suitable trip types for ZEVs, recommend necessary infrastructure, and develop procurement strategies to increase ZEV usage. The department must submit a draft of this plan to the governor and legislative leaders within one year of the section's effective date. The bill defines a "Zero emission vehicle" as a pure battery electric vehicle or a plug-in hybrid electric vehicle with sufficient battery range for its regular mileage between charges.
