Purpose
                      Allows political candidates filing nomination papers and petitions to use a post office box or private mail box address in place of the candidate's actual residence address if the candidate's residence address is eligible to be protected from access by the general public.
Background
                      Any person that desires to become a candidate for a primary election or nonpartisan election, or run as a write-in candidate for an elective office, must file a signed nomination paper and nomination petition with the Secretary of State that provides specified information, including the person's actual residence address, or a description of the residence and a post office address. A person is also required to provide the district, if any, for which the person offers their candidacy and the exact manner in which the persons desires to have their name printed on the official ballot (A.R.S.     16-311 and 16-314).
                      An eligible person, or a person that shares a residence with an eligible person, may request that the general public be prohibited from accessing the eligible person's identifying information, including any of the person's documents and voting precinct number contained in their voter registration record. Eligible persons include former public officials, peace officers, judges and justices, corrections officers, national guard members and others (A.R.S.   16-153).
                      There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1.   Allows any person desiring to become a candidate in a primary election, nonpartisan election or a write-in candidate, when filing a nomination paper, to use an appropriately located post office box or private mail box address in place of the person's actual residence address if the person's residence address is protected.
2.   Allows any person desiring to become a candidate in any election or any qualified elector not registered with a political party, when filing a nomination petition, to use:
a)   a description of the person's residence and a post office address if the person does not have an actual residence address; or
b)   an appropriately located post office box or private mail box address in place of the person's actual residence address if the person's residence address is protected.
3.   Allows nomination papers for candidates for the office of presidential elector to use a post office box or private mail box address if the person's actual place of residence is protected.
4.   Makes technical changes.
5.   Becomes effective on the general effective date.
