Mormon migration monument; governmental mall
Purpose
Authorizes the construction of a Mormon Migration Monument in the governmental mall.
Background
The Arizona Department of Administration (ADOA) has purview over all planning activities within the governmental mall. The governmental mall includes the area between 19th and 7th Avenues and Van Buren and Harrison Streets (A.R.S.   41-1362).
ADOA is required to review the concept for all proposed monuments within the governmental mall. Upon legislative authorization of the construction of a monument, ADOA reviews the concept of the monument. Upon approval of a concept, the proponents of the monument must enter into a contract with ADOA specifying the design and location of the monument, listing the artists and contractors that will be employed and including the relevant financial information. Monuments and memorials must be completed within two years of legislative authorization. All fund-raising for the design and construction of monuments and memorials is the sole responsibility of the proponents; the use of public funds for the design and construction of such monuments and memorials is prohibited (A.R.S.   41-1363).
Laws 2018, Chapter 279 transferred authority of the governmental mall from the Governmental Mall Commission to ADOA.
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1.           Authorizes ADOA to provide for the placement of a Mormon Migration Monument in the governmental mall.
2.           Prohibits the use of public monies for the costs of placement of the monument and specifies that all fund-raising and contracts for the design and construction of the monument are the sole responsibility of the proponents of the monument.
3.           Contains a delayed repeal date of October 1, 2023.
4.           Becomes effective on the general effective date.
