Purpose
                      Appropriates $450,000 from the state General Fund (state GF) in FY 2021 to the Department of Economic Security (DES) to distribute to the City of Cottonwood to contract with an established nonprofit entity that has experience with dealing with issues of homelessness in the area.
Background
                      DES administers economic, individual and family income management and rehabilitation services (A.R.S.   41-1954). According to DES, a temporary emergency shelter is a temporary intervention to provide a place for individuals or families to sleep while permanent housing is being secured. During FY 2019, DES-contracted temporary emergency shelter providers served 10,434 individuals (2019 DES Report on Homelessness).
                      S.B. 1173 appropriates $450,000 from the state GF in FY 2021 to DES.
Provisions
1.           Appropriates $450,000 from the state GF in FY 2021 to DES to distribute to the City of Cottonwood to contract with an established nonprofit entity that has experience with dealing with issues of homelessness in the area.
2.           Specifies DES may only distribute the monies after the city of Cottonwood, the nonprofit entity or both commit to provide goods or services for the program.
3.           Exempts the appropriation from lapsing.
4.           Becomes effective on the general effective date.
Amendments Adopted by Committee of the Whole
                  Requires the City of Cottonwood or the nonprofit entity commit to provide goods or services before DES can distribute the monies.
